Man charged after allegedly hiring hitman to kill girlfriend

A man who was previously charged for torturing his pregnant girlfriend in 2020 now faces new charges after allegedly hiring his nephew to kill her two years later.

Billy Ray Cromer, 40, and Spencer Louis Cromer III, 18, were charged today with the murder of 32-year-old Tiffany Joseph.

On October 21, 2020, 40-year-old Billy Cromer was charged with assault and torture. He allegedly grabbed his girlfriend Tiffany by the neck, choking her, and repeatedly punched her in the stomach and the head, investigators said. During the assault, the victim attempted to cover her stomach to protect her unborn child. Cromer also made her swallow several unknown prescription medicine pills. The unborn baby eventually died.

On July 5, 2022, at approximately 11:07 p.m., Detroit police officers were dispatched to a residence in the 8830 block of Rosemont Avenue in Detroit for a reported dead person observed.

Upon their arrival, officers located Tiffany inside the home, suffering from multiple gunshot wounds. Medics arrived on the scene and pronounced her deceased.

It is alleged that Billy Cromer, while in jail for the other charges, solicited his nephew to kill Tiffany.

Billy Ray Cromer has been charged with one count of Premeditated First-Degree Murder. Spencer Louis Cromer III has been charged with one count of Premeditated First-Degree Murder and one count of Felony Firearm. They were both denied bond.
